Which describes how to enable the LockServer.  It looks like you're trying
to connect your CVSNT client to the lockserver--which isn't correct.  You
enable the LockServer in the CVSROOT\config file and then CVSNT *server*
uses it transparently.  This is on a per-repository basis.
