[cvsnt] Unable to COmmit

HI All,

My user are able to log into the system, check out module, update  but
when try to commit it show 

cvs [server aborted]: "commit" requires write access to the repository

Any Advise or what are the comman causes..

I am using winnt2.0.8 , some user use cvs1.2 and some user use cvs1.3.
