admin is for direct administration of the RCS files - which is partly why it's 
so dangerous.  It's not really a part of CVS in that it's just there for 
certain operations that don't fit into the standard operation - the help does 
make it clear not to use it unless you're very sure what you're doing, as its 
actions aren't reversible.
