It does, because cvs uses the RCS file to store the last permissions 
used (some legacy code that's difficult to work around).

It'll work on cvsnt 2.0.41 client/servers on NTFS (not FAT as it doesn't 
have the ability to store the bit).  You can check with cygwin ls.
