The cvs.exe contains both client and server functionality. The actual server
(i.e. the one listening for incoming connections that's running at all
times) however is cvsservice.exe . You don't need to have the server part
installed. That's why it's usually easiest if you just grab the "Precompiled
binaries without installer" package in order to update the WinCvs client
binaries (e.g. when you've downloaded the WinCvs "Bare" installer).
