[cvsnt] problem with cvsnt 2.0.42 - rh linux 9 - login:

hi:

locally from linux I can checkout and update fine any file, with any user, 
the problem is using

	cvs -d :pserver:alias1 at server.com:/path/to/repository login
or
	cvs -d :pserver:linux-user1 at server.com:/path/to/repository login
or
	cvs -d :pserver:linux-user2 at server.com:/path/to/repository login

I get

	cvs [login aborted]: authorization failed: server server.com rejected 
access to /path/to/repository for user user

besides
	cvs passwd any-user
	cvs passwd -a any-user
	cvs passwd -r alias any-user

keeps on

	cvs [passwd aborted]: Only administrators can add or change another's 
password


My config:

- server:
	- cvsnt 2.0.42
	- linux rh 9.0
	- pserver

- CVSROOT/passwd:
	alias1::linux-user
	alias2::root
	alias3::administrator

- CVSROOT/config:
	SystemAuth=yes

- client:
	- winxp/wincvs 1.3
	- linux


all file from CVSROOT is changed through and checkout and commit
