No.  Win98 is not a server class OS.  It has no authentication
mechanisms, no secure filesystem, etc.

There is a cvsnt client (cvs95) for Win95 but that's only just barely
supported.

You'd be better off with a stripped down Linux installation if it's an
old machine (assuming things like XP won't run on it).
