This is a good example of what the knobs are for.  CVSNotify does the same
but it provides control over how big (kb) a message can be, and splits up
large messages across multiple messages into readable (non-arbitrary)
chunks.  This is useful for tagging an entire large repository and posting
the evidence to a newsgroup.  Newsgroups typically have message size limits.
