Could the permissions problem be a breakdown in impersonation?

Has anyone tried setting the server to run as a privileged account? (rather
than client)

just for let you know, I didn't solve my problem on that site, I moved
repository on a different machine, I donwgrade cvsnt server version, and now
it works.
