[cvsnt] Trouble initializing repository

[NOCKENBERG Martin]

If I invoke the following command (via WinCVS)
cvs -d :pserver:MNockenb at WS-STH-13910:/PAD init 

I get
cvs [server aborted]: Protocol error: Root request missing
Now what is missing?
