The problem you are looking for may be deeper that you think.  I have
a report that `cvs admin -nNEW:OLD' (which is supposed to alias tags
in the same way as your `cvs rtag -A -r OLD NEW') against a CVSNT
server breaks in the same manner.  Someone may have broken the
underlying logic in the RCS code called for both these commands.
