[cvsnt] file being ignored on import despite -I!

I'm using import to bring some third-party code into my repository.

But, for one of the files (specifically samples/samples.dsw) it is being
ignored. This is weird as I've specified -I! when I do the import, and its
only this file that gets ignored.

I'm on build 1910, and both client and server are on Linux.

Any enlightenment welcome.
