[cvsnt] Can't commit changes to cvsnt.iss...

Tony,
I modified the cvsnt.iss file and tried to commit, but the server told
me:
cvs server: User boberglund is unable to write to ./cvsnt.iss on
branch/tag CVSNT_2_0_x - ignoring
cvs server: Branch is locked for code freeze.  Development now in HEAD
branch.

So I updated and cleared the sticky tag to bring the file to HEAD,
then repeated the commit, but the same message was returned.
At this moment my file is no longer on the branch, it contains my
edits and is on HEAD, but the commit is not accepted like it was still
on branch...

Then I erased the local file, updated and then replaced with my edited
file, still the same message...

Finally, after updating the complete folder "innosetup" with a sticky
tag reset, I was able to commit the modified file.

Is this how it is supposed to work or is it just the 1914 or 1910
builds acting up?
(I always thought that one could mix files on a branch with files on
TRUNK in the same sandbox...)
