[cvsnt] cannot add local user

Try using 

Cvs -d :pserver:localmachine\userid at loclahost:/cvs login

I have set up cvsnt to allow domain users to access the repository. This
works fine. I now need to allow a single local user to access it too. I
have done a cvs passwd -a -r user user and this appeared to work ( thre
is a passwd file in CVSROOT). However, when I try a

cvs -d :pserver:user at localhost:/cvs login

I get cvs [login aborted]: user: no such user

The local user has been created and is part of the cvs group
