At the moment, I can think of two solutions:

1) The employees that work from outside make a VPN connection to your 
network and may use CVS as they were in-house

2) You forward port 2401 (or another port, if you have changed it) from 
the firewall to the machine, where your CVS(NT) server runs. This metod 
is called port-forwarding or SUA
