I have never used WiX (or MSI) myself, but looking at 
http://sourceforge.net/project/showfiles.php?group_id=105970&package_id=114109 
I see

     votive2.msi      
     wix2-binaries.zip
     wix2-sources.zip

My guess is that wix2-binaries.zip is what you need.
