In the CVSNT wiki http://www.cvsnt.org/wiki you can find a guide to 
using CVSNT + TortoiseCVS written for another organization,  look for 
"Cafit cvs administration"

I suggest TortoiseCVS for daily usage and the "old-fashioned" command 
line interfase for administrative tasks.
