So the bug is still valid... Thanks for confirming the bug.
I am in exactly the same situation, as I also upgraded from
2.0.51 to 2.5.x....
It seems it might be reproducible in some way.

Except, when you upgrade from 2.0.51 to 2.5.x...
However this should be confirmed from other users, too.

I already tried following:
1) uninstall all versions of CVS and CVSNT
2) reboot computer
3) try a fresh install of another version
4) reboot computer

I did these steps for each version.
At every case, only 2.0.51 has working CP after install & reboot.

The only thing I missed, to remove registry entries related to CVSNT.
I will try this for only one version (i.e. 2.5.03), but not for all.

Steps will be the following
1) uninstall all versions of CVS and CVSNT
2) remove all CVSNT related registry entries
3) reboot computer
4) try a fresh install of 2.5.03
5) reboot computer

If that will not make CP working, then I will have no more
idea, how to solve the problem myself.
I will likely need directions of CVSNT developers, to find
how to trace the problem.

Best regards,
