[cvsnt] CVSNT Control Panel not working

Luigi, thanks for your Filemon idea, it was really helpful!!!

I see now, what the problem is, but I send the log it to the list, 
to see what the real error is. IMHO, it is an installer error,
which missed to copy the files to correct place.

Concurrent Versions System (CVSNT) 2.5.03 (Scorpio) Build 2330 (client/server)
installed.
