[cvsnt] Tag History

Hi ,

       I want to see tag history means tag author,tag date and time.etc.. For that i guess, i have to create empty history file in CVSROOT directory 
       then i am running CVS history command.But running CVS history command ,it is showing me history logging is not enabled....
                    
       Plz Help me asap. I am new to use CVS...
