There were some versions that disallowed certain critical files from 
being administered remotely (passwd,group,admin).

Since the CVSROOT is now locked down by default that is no longer 
necessary (although possibly desirable, I could be persuaded either way) 
so the restriction no longer exists.

Of course putting passwd in checkoutlist is still a bad idea since it 
will conflict with changes made by cvs passwd.
