That would be an easy thing for the modules or modules2 file to handle 
for you.

Note that you can also check out individual modules that aren't 
top-level (e.g. you can check out ModuleA/Module1 as Module1 like this: 
cvs -d {Your CVSROOT} co -d Module1 ModuleA/Module1).
