[cvsnt] How to specify a "BugID" at commit time from the server?

If the person doing work on a bug does not know the BugID, then who
will know? Certainly the server could not be expected to know the bug
ID....
It is just acting as a server for many clients committing all kinds of
work for different modules and different bug solutions and the BugID
is a way to keep track of all commits from different users at
different times that relate to a single bug being solved.

So the bottom line is that if the developer does not know the BugID
then it is useless for tracking and you must look at your procedures
instead.
