[cvsnt] Cannot change permissions on temporary directory

Can other non-Admin users (not an admin in AD and not an admin in
CVSROOT/Admin) checkout this file?

Do a log/rlog on the file that is failing and check the "mode" - if it's
wrong (eg: 010) then it's a known bug.
