[cvsnt] Server does not support chacl

Please send the EXACT command you are typing and the EXACT response, eg:
cvs -d :pserver:user at host:/myrepo chacl -u user -a all .

Also please perform the 'cvs ver' command and send the exact results,
eg:
cvs -d :pserver:user at host:/myrepo ver
