[cvsnt] cvs.exe add: Server codepage ANSI_X3.4-1968 does notsupport all characters sent by client

Ok!

Now it's working. You're right!

I needed to put in /etc/cvsnt/Pserver the line:
Locale=es_ES.UTF-8
