We have been using WinCvs for 7-odd years and it has served us very
well. It is an OpenSource project on SourceFoge and can be used in any
nevironment (commercial or non-commercial).

It is based on a special communications protocol to CVSNT command line
client and so is well integrated.
You also need the CVSNT client install to make it work (download this
from MarchHare and install it first):
