[Cvsnt] setting up cvs admin

I'm trying to delete file with a particular tag:

cvs admin -o DVB102 api/src/org/
cvs [admin aborted]: usage is restricted to repository administrators


I running cvsnt 1.11.1.3 (build 57c) on a win2k server.  How do I set up ad=
ministrator privileges?  I installed and created the respository.  I create=
d a CVSAdmins group in the windows user manager with myself as a member. Bu=
t this did not work.
