It seems like the author of Igloo has fallen off the face of the planet, since 
you are not the first to say that he doesn't respond to e-mail.  There is, I 
believe, at least one project on SourceForge that uses the SCC compatability 
library that Igloo includes and at least some of the Igloo code.
