Try:

cvs -d :sspi:<IPAddressHere>:/Test ls

You do not need to specify a password or user for the SSPI protocol it
uses your windows credentials.  If your CVSNT server is on a different
domain then you may need to try:
cvs -d :sspi:DOMAIN\user@<IPAddressHere>:/Test ls

Manually define the CVSROOT connection string rather than use the WinCVS
wizard.
