[cvsnt] GUI for Cvs chacl

I would like to cut down the effort of setting access using chacl.
My plan is to develop a GUI for entering the username with the access
required (read,write,tag,create,control) which then invokes the chacl
command from the GUI. 
Is it feasible? Could anybody tell me which software I can use for
developing the GUI?
